Sealed bids for construction of Lockwood Lane Area Water Main for the Town of Topsfield, Massachusetts, will be received at the Town Hall, 8 West Common Street, Topsfield, MA 01983, until 11:00AM prevailing time, on Tuesday, April 22nd, 2025 at which time and place said bids will be publicly opened and read aloud.


The scope of work includes but is not limited to the construction of new and replacement water main infrastructure on various streets, approximately 6,400 linear feet of ductile iron main and fittings, valves, hydrants, and water services within the Lockwood Lane corridor in Topsfield, MA. Work also includes limited removal of existing asbestos cement (AC) water main, connection to existing water mains, transfer of existing water services, maintenance of traffic, and pavement restoration on local roadways.


The required contract completion period is as follows:

Substaintial Completion: November 21, 2025*

Final Completion: May 29, 2026

**Note: due to project funding conditions the town is unable to formally award the project until after July 1, 2025.

For addition to the project plan holder’s list to guarantee receipt of addenda, it is recommended interested bidders obtain the Contract Documents directly from Accent. The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00700 GENERAL CONDITIONS of these specifications.


A Prebid Conference will be held on Thursday, April 10th at 1:00PM at the Town Hall. Bidders will have an opportunity to view the site of the work following the Prebid Conference. All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended.


Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project.


By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 120 days, Saturdays, Sundays and legal holidays excluded after the opening of bids.


This project requires compliance with Massachusetts Diesel Retrofit Program [MDRP] by use of after-engine emission controls that are EPA certified, or their equivalent, on all of the off-road [non-registered] diesel vehicles/equipment used at the job site.


The Owner reserves the right to waive any informalities in bids and to reject any or all bids.
