Sealed bids for construction of Lockwood Lane Area Water Main for the Town of Topsfield, Massachusetts, will be received at the Town Hall, 8 West Common Street, Topsfield, MA 01983, until 11:00AM prevailing time, on Tuesday, April 22nd, 2025 at which time and place said bids will be publicly opened and read aloud.


The scope of work includes but is not limited to the construction of new and replacement water main infrastructure on various streets, approximately 6,400 linear feet of ductile iron main and fittings, valves, hydrants, and water services within the Lockwood Lane corridor in Topsfield, MA. Work also includes limited removal of existing asbestos cement (AC) water main, connection to existing water mains, transfer of existing water services, maintenance of traffic, and pavement restoration on local roadways.

The Water Department is in the process of designing water main and service line replacements for Lockwood Lane, Millbrook Lane (partial), Silverbrook Lane, Forrest Road, Brook Road (partial), Ross Road, Williams Road, and River Road (west of Washington Street).  Design work started a couple of months ago and is progressing on schedule.

A Conservation Commission hearing is scheduled for 1/8/2025 for the project.  If all goes well residents will be voting on the project at Town Meeting in May.

 

The Boston Street storage tank was built in 1949 and underwent significant repairs in 1978.  It is a Type II concrete storage tank and the only one of it's age still in use according to the builder.  The tank has exceeded it service life and a recent inspection report recommends that the Town budget for a replacement tank.  The request will be done in two phases:

  1. Evaluation & Design - An engineer will be retained to determine the minimum amount finished water storage the Town need to meet operation use and for fire fighting.  The evalution will be based on current needs as well as anticipated future needs for the next 75 years.  The size and location of the new tank will be based on this evaluation.  The tank will be designed and construction bids will be obtained.
  2. Construction - A funding request will be submitted to Town Meeting for the construction of the new tank.
