Replacement of water mains on Prospect Street and River Road will be begin no earlier than May 9th.  The contractor is planning to start near South Main Street and work towards River Road.  All of the water infrastructure on Town property will be replaced in the project area including mains, services and hydrants. 

Roads will be closed to through traffic during the day due to the size of the construction equipment and the width of the roadways. Schedule updates will be posted as needed.

July 2nd: The old main was disconnected on Friday and is no longer in service.  The crew will be cleaning up, paving and restoring areas disturbed during the project.

The following firms have requested bid documents for the Prospect Street & River Road Water Main Improvement project and their bid totals are shown if a bid was submitted.  The Town will likely award the contract based on the total contract price for the base bid and both alternates.  Unit prices for all of the bids are available online.

1. Sealed bids for Construction of River Road/Prospect Street Water Main shall be received by the Board of Water Commissioners of the Topsfield Water Department, at Town Offices, 461 Boston Street Unit E-6, Topsfield, MA, 01983 until 2:00 P.M., Local Time Wednesday, April 4, 2018, and at that time and place shall be opened and read aloud publicly.

2. In general, the project includes, but is not limited to, the installation of approximately 6,800 LF of 12-inch and 8-inch diameter ductile iron replacement water main, valves, hydrants, and associated appurtenances. Work includes approximately 265 linear feet of horizontal directional drill of 12-inch HDPE water main and installation of approximately 15 LF of 16-inch diameter ductile iron water main for future replacement at Rowley Bridge Road.

Copies of the Contract Documents may be obtained at the Water Department office. A deposit of $50.00 will be required for each complete set of plans and specifications. The deposit check shall be made payable to Topsfield Water Department. If the Documents are returned unmarked, in good condition within 15 calendar days after the Bid opening, $50.00 will be refunded to the holder. This refund shall be made for the first two (2) complete sets returned. No refund shall be made for sets in excess of two. Requests for mailing complete sets shall be accompanied by a $25.00 nonrefundable handling and postage fee; checks shall be made payable to Topsfield Water Department.

Manganese Advisory

The Water Department issued a manganese advisory on November 1, 2013.  Monthly test results are available our water quality site.

The Perkins Row well exceeded MassDEP's limit of 0.3 milligrams per Liter during the summer of 2016.  Both water sources are now below State manganese limit.  The advisory will remain in place until the treatment plant is built and in operation.

Water Treatment Plant Information

A Special Town Meeting held on June 20, 2017 approved $10.4 million for the construction of a water treatment facility.  Construction is underway and we expect the plant to open in early 2019.  Click here for more information.

Mandatory Outdoor Water Restriction

mansign Nonessential outdoor use is limited to hand-held implements before 9 AM or after 5 PM each day.  The use of irrigation systems or lawn sprinklers is prohibited.
