Storm Water Management and Erosion Control

Welcome to Topsfield's Stormwater Management and Erosion Control site. The Town filed a Stormwater Management Plan with the Massachusetts Department of Environmental Protection (DEP) in 2004. The plan was approved and the Town now has a National Pollutant Discharge Elimination System (NPDES) permit to operate our stormwater collection system. The five year plan outlines the steps the Town will take to reduce water pollution by improving the quality of our stormwater and to reduce the amount generated.

Our Stormwater Management Plan includes provisions for public education and outreach, infrastructure mapping, regulation review, illicit discharge elimination, and pollution prevention. Stormwater Bylaw and Regulations:

Residents approved a Stormwater Management and Erosion Control Bylaw at the Annual Town Meeting in May 2005 which is one of the major parts of our management plan. The Stormwater Management Committee is working with the Metropolitain Area Planning Council on developing regulations, to be adopted by Town Boards, that will aid in the implementation of the bylaw. Copies of the bylaw are available and draft copies of the regulations will be posted as they are developed.
